Trade and Compliance - Senior Product Manager 96850

The Pitney Bowes Ecommerce Solutions Group is expanding its global distribution and trade compliance support services.  We are looking for a domain expert to help the product team analyze, document and design improvements to our various technology platforms and support services. 

The right candidate  will lead the Trade and Compliance efforts for the Ecommerce portfolio of products.  This will include product definition, new product requirements, customer advice and operational support activities.  A thorough understanding of international trade systems, networks, organization and governance are all vital components to this job's success.  Tools to manage classification, tariffs, data feeds, foreign exchange rates, compliance rules engine and document template engine and library will be provided.   

Purpose of Job:  

To collect product feature requirements from the Ecommerce customer community as well as the PB international partner/vendor community.  Liaise with various trade compliance governance bodies around our trade corridors to understand rules and regulations and consult on best practices.  Prioritize and lead definition around which countries or trade corridors to pursue and in which order.  All in step with revenue opportunities and product development costs.  Impart trade and compliance knowledge and capture of changing trends into Ecommerce wiki for syndication to customers and into rules engine and catalog classification service databases.  


Key Accountabilities:  



  • Study of changing trade and compliance rules and regulations internationally

  • Interface into PB partners/vendors who perform customs brokerage services to learn about their rules and regulations

  • Document changing rules and regulations and issue bulletins to customer community about changing trends.

  • Configure and tune rules and regulations data in the Clearpath system to ensure perpetual compliance with trade regulations for ClearPath customers.

  • Review customer prospect catalogs for international trade suitability in support of business development efforts

  • Work with business development teams to help them understand our strengths and weaknesses in managing trade for specific types of products, quantities and value thresholds.

  • Work with systems analysts to document new product requirements for Clearpath and related platforms.  Manage customer compliance regulations and profiling.

  • Work with operations team to support day-to-day logistics issue resolution where trade compliance matters are occur.

Essential Qualifications:  



  • A thorough understanding of the software development lifecycle.

  • Experience in retail, importing of product for retail in the US or equivalent.  Prefer mass merchandising type merchant with a wide variety of goods for sale.

  • Understanding of import requirements across many different countries and trade zones, including U.S. Customs and Border Protection, U.S. Census Bureau, and Other Government Agencies

  • Understanding of export requirements across many different countries and trade zones, including U.S. Census Bureau, Bureau of Industry and Security, Directorate of Defense Trade Controls, Office of Foreign Assets Control, U.S. Census Bureau, and Other Government Agencies

  • Hands on experience in determining Harmonized Tariff Schedule (HTS) classifications in accordance with the Harmonized Tariff Schedule of the United States (HTSUS), the General Rules of Interpretation (GRIs) as defined in the HTSUS, various chapter notes, and past Customs rulings

  • Hands on experience with Export Control Classification Number (ECCN) classification, and knowledge of International Traffic in Arms Regulations (ITAR) classification

  • Proven ability to research, distill and summarize product and operational impacts to changing legislation trends

  • Hazmat shipping training.

  • Software as a service product management experience (multi-tenant, SaaS)

  • Operational support background, has worked in a warehouse fulfilling B2C retail orders or in freight forwarder fulfilling orders.

  • Needs to be very comfortable with technology.  Use of a variety of software programs essential.

  • Firm understanding of data exchange mechanisms, EDI, file transformation processes.

  • Program management skills and tendencies.  Track record of owning, leading and delivering products or services.

  • BA/BAS in Engineering, math, economics or equivalent work experience

  • Customs broker license

  • Hands on experience with Country of Origin (COO) determination and COO marking requirements


  Preferred Qualifications:  



  • Customs brokerage training and license attained

  • Hazmat shipping training

  • Fraud management control

  • Anti money laundering
