Provides radio frequency (RF) and/or Radio Access Network (RAN) design along with engineering cell site location, modifications, infrastructure additions, expansions of 3G/4G footprints, LTE and engineering new technologies. This position is responsible for implementing a strategic long term plan for market analysis improvement regarding data accuracy. Designs, plans and oversees installation, maintenance and optimization of wireless radio access network communications systems, including radio propagation modeling and prediction, microwave path analysis, interference analysis, frequency coordination, cell site equipment layout, parameter definition and ancillary equipment. Analyzes RAN performance measurements and statistics to improve network data accuracy for Regulatory l also recommend optimal changes to RAN network to improve all the key indexes and identify potential problems.

Knowledge - Plan spectrum usage for markets including introduction of 2nd, 3rd, etc. carriers. Knowledge of performance statistics using SQL. Subject matter expert within wireless network for GSM, UMTS and LTE technologies for voice and data. Experienced with Microsoft SQL databases, web tools, analytics, mapping, and performance and optimization of wireless networks. Strong knowledge of and the ability to solve complex issues in the areas of RF engineering principles (RF communications theory, design principles, network optimization, propagation modeling and prediction, cell site/tower design, attributes and specifications, and RAN design, spectrum/frequency planning, etc.). Fully proficient with Hardware (Cell site equipment layout, network infrastructures), Performance Management (System KPIs and metrics, etc.), and Software (Parameter definition, etc). Excellent speech communication and technical writing skills. Technical leader and recognized expert on select AT&T technologies, systems and/or procedures.
Analysis and Problem Solving - Identify problem areas where data accuracy and performance cannot be improved by tuning or optimization. Identify new site build requirements. Insure appropriate design calculations for capacity, coverage, throughput speeds, quality, etc. Produce and maintain a 1-year and 3-year, market level plan and capacity forecasts. Provide trend analysis and analyze performance standards using Excel and Powerpoint l develop detailed recommendations for changes, process improvements and provide operational report analysis. Provide trouble ticket resolution and have the ability to solve complex issues in the area of RF engineering principles (RF communications theory, design, network optimization and architecture). Independently applies sophisticated analysis in evaluating issues and develops new concepts, methods and techniques for cross-functional initiatives. Recognizes and pursues alternative methods.
