Environmental Health - Safety Engineer

This position reports to the EHS Manager and supports the Smithfield site efforts to prevent the occurrence of safety, health, medical and environmental issues and comply with all applicable federal, state, and local safety, health and environmental regulations. This is done through supporting managers and plant personnel in maintaining regulatory compliance, and safe operations on the Smithfield Site This position provides Smithfield management with the necessary information and advice to make informed decisions regarding safety, health, medical and environmental issues. This requires that the incumbent remain up to date on current and proposed regulations and evaluate the impact on the Smithfield site. This position has interaction with Government Agencies that deal with health, safety and environmental issues. This includes, but is not limited to, the Environmental Protection Agency, the Occupational Safety and Health Administration, the Pennsylvania Department of Labor and Industry, the Pennsylvania Department of Environmental Protection, and local authorities. The position also interacts with the Environmental Health and Safety Department in Devon and the JM Group Health and Safety operation. • Comply with all environmental & health and safety federal, state, local regulations and company policies. • Ensure compliance with JM Corporate EHS Management Systems requirements. • Provide support and guidance with regard to the handling, storing and/or shipping of hazardous waste. Responsibilities may include the signing of manifests. • To support Smithfield management in providing a safe and healthful workplace, this position shall be responsible for the following: • Perform Risk Assessments with all departments to determine the potential hazards of new processes and projects (capital projects and others) and ensure that all applicable Federal, State, and Local regulations, along with industry standards, (ANSI, NFPA, ACGIH) are followed. • Coordinate MSDS Program for materials used, received and/or processed at the facility. • Coordinate chemical, noise, and radiation exposure monitoring programs. • Act as Radiation Safety Officer. • Review all safety equipment and procedures. • Develop and implement training programs in the use of safety equipment, chemical hazards, noise hazards, physical hazards and safe operating practices, and assist line management in implementation. • Manage the accident elimination program by tracking and reporting accident rates and developing management's accident investigation techniques. • Oversee Workers’ Compensation program. • Develop and implement emergency evacuation plans and procedures. • Coordinate training and activities of Incipient Stage Fire Brigade. • Chair the Safety Committee. • Participate in management health, safety and environmental audits. • Support ECT management in complying with applicable environmental regulations, this position shall be responsible for the following: • Examine all new processes and projects for environmental impact. • Apply, track, and implement all environmental permits. • Coordinate the monitoring of air and water discharges including, but not limited to, obtaining and remaining certified as a Visible Emissions Evaluator. • Develop and implement emergency environmental response procedures, • Act as Emergency Coordinator during an emergency situation at the facility. • Prepare and/or participate in the preparation of monthly and annual environmental reports such as Self-Monitoring Report, SARA 312 -Tier II- Emergency and Hazardous Chemical Inventory, SARA 313 - Toxic Chemical Release Inventory, Annual Emission Inventory, Generators Biennial Hazardous Waste Report, and Generators Biennial Residual Waste Report. • Coordinate TSCA program including, but not limited to, completion of 8( c) report, 8( e) report, and Import Certifications. • Develop, implement and manage Environmental Management System in compliance with ISO14001 Standards.



Requirements:

• BS in Occupational Safety, Industrial Hygiene, or Environmental Engineering or similar Science. Certified Industrial Hygienist or Certified Safety Professional is preferred. • Minimum 3 years occupational safety, industrial hygiene, or environmental experience, preferably in chemicals manufacturing. • Previous experience in ISO14001 is a plus. • Strong knowledge of CAA, RCRA, and OSHA regulations required. • A working knowledge of the applicable Federal, State, and Local laws is required. • Familiarity with industry standards, such as NFPA, ANSI, ACGIH, and AIHA. is required. • Demonstrated ability to communicate effectively in writing and verbally. • Demonstrated ability to manage complex long term projects. • Ability to work with minimal supervision and complete goals within stringent timeframes. • Strong organizational and time management skills, including computer skill utilizing MS Office.
