POSITION SUMMARY: Reporting to a Group Manager in the Procurement & Property Management Department procures a wide variety of goods and services to support the Laboratory. Assignments may be relatively routine or complex depending upon the level at which this position is filled and are critical to Laboratory programs and procurements governed by the Prime Contract, DE-AC02-05CH11231; the Laboratory Procurement Standard Practices Manual; Berkeley Lab Supplemental Instructions; and generally accepted best business practices. Goods and Services procurement may include construction, architect/engineer services, equipment leasing, high performance computing, wide area network/data transmission, technical support services, institutional support services, research and development, environmental services and other site support services.
What you'll get to do: Essential for Subcontract Administrator - Under limited direction of the group manager, works directly with technical and professional requestors to define requirements, conduct market research, develop procurement acquisition strategies, qualify sources, develop selection criteria and publicize requirements as necessary. Reviews purchase requisitions to assure adequacy of information, assures adequate justification of non-competitive procurement procurements, determines best procurement approach, identifies sources, requests proposals, reviews proposals for resonsiveness and responsibility, determines reasonableness of price, clarifies business terms and pricing, awards subcontracts and administers subcontracts to assure compliance with subcontract terms. Exercises substantial independent judgment and discretion in performing assignments. With minimal oversight, conferring with procurement management as necessary, procures the more complex and high dollar value assignments. Procurements may involve best value source selection, extensive negotiations, price/cost analysis, lease/purchase analysis, innovative approaches to service requirements, and complex subcontract provisions. Works with requestors to develop solutions to a wide variety of problems from routine to complex.. Assures that procurements comply with Laboratory procurement practices, such as Buy American Act, Service Contract Act, workplace safety requirements, and insurance. Monitors subcontractor performance to assure compliance with subcontract terms and resolves problems associated with quality, delivery, service, and payment. Resolves disagreements and disputes or refers to appropriate authority. Maintains complete and accurate files documenting procurement transactions. Executes those transactions within delegated authority. Supports the Laboratory's socio-economic proucrement goals. Participates in meetings with officials and is accountable for reporting information related to assigned transactions.

Required for Sr. Subcontract Administrator - Five to seven years experience as a Subcontract Administrator. Strong working knowledge of the administration of a variety of contract types. Excellent interpersonal, negotiating, oral and written communication skills. Demonstrated ability to independently develop subcontract documents. Demonstrated proficiency with PeopleSoft or an electronic purchasing system. Proficient in MS Word and Excel. Demonstrated organizational, decision-making, and problem-solving skills. Experience with Service Contract Act and/or Davis-Bacon Act requirements or equivalent state and/or local labor requirements highly desirable.
What you'll get to do:
Essential for Principal Subcontract Administrator - In addition to Sr. Subcontract Administrator duties, exercises substantial independent judgement and discretion and with minimal oversight takes a lead role in dealing directly with the technical and professional requestors in areas of subcontract planning, defining requirements, soliciting sources and administering subcontract terms. Uses such methods as placing advertisements in local publications to secure interest in a specific project. Directs preparation and distribution of Request for Bids or Proposals. Receives proposals and coordinates evaluation of proposals. Consults Laboratory Counsel when offeror's exceptions to standard University Construction terms and conditions are in question. Ensures all contractual provisions are approved and met. Prepares documents to secure necessary internal and written approval from DOE, and University General Counsel and arranges for execution and distribution. Monitors progress on work accomplished. Expedites delivery of all reports and deliverables, negotiates amendments, modifications, and change orders to contract. Prepares subcontract modification changes in scope of work, funding, time for performance or other matters. Monitors expenditures by means of expenditure reports and invoices. Reviews invoices as necessary to assure that invoicing and proposed payments are in accordance with terms of the subcontract. Recommends resolution of disputes and subcontractor claims; takes appropriate action on claims of sub-subcontractors and suppliers. Upon completion performs subcontract closeout action as necessary per the type of subcontract.
What you'll need to be successful:
Required for Principal Subcontract Adminstrator - Seven to ten years of experience as a Subcontract Administrator. Strong working knowledge of the administration of a wide variety of contract types. Experience with cost reimbursable subcontracts for research and development, construction, architect/engineer and/or complex services contracting. Experience working for a large research institution or government agency.

Demonstrated proficiency with PeopleSoft or an electronic purchasing system. Proficient in MS Word and Excel. Demonstrated organizational, decision-making, and problem-solving skills. Preferred- Bachelor's degree in business or technical field or equivalent experience. Certification (CPM, CFCM, CCCM, CCPM). Familiarity with applicable LBNL Procurement Standard Practices, Federal Acquisition Regulations and DOE Acquisition Regulations.
